Petrolatum and Dimethicone Give It the Melt
Petrolatum, dimethicone, dimethiconol — these are what make a cleanser "melt" makeup instead of just washing over it. Oil-based ingredients dissolve oil-based makeup, waterproof mascara included.
Niacinamide and panthenol ride along for the skin benefit. Not there for cleansing — there to soothe and support the skin barrier while the oils handle makeup removal.
No sulfates in the formula. Decyl glucoside is the mildest surfactant used, which fits the dry-skin positioning.

Cotton Pad or Massage — Pick Based on How Much Makeup You're Removing
Sweep with a cotton pad for light, everyday makeup. Quick, low mess.
Massage it in with fingers for a full face of makeup, then wipe off or rinse with water. Better contact time for stubborn eye makeup.
Keep it away from the eyes directly — rinse immediately if it gets in. Standard caution, not unique to this formula.
